Export doesn't run every (v12.6.3)

I have two reports configured.

Both say they have "run" in the "Last Export" column, but neither every do anything.

I can run both of them manually, but the scheduler doesn't ever execute them.

I have tried moving the report local, the export file local, etc.

I have tried changing settings on the "Email Attach" to be set and not set (since that isn't explained anywhere in the docs and I'm not sure what it even means).

Checked the "error.log" and it is empty.
